Singapore has unveiled an enhanced version of its national AI strategy, aiming to bolster government capabilities, establish a smart nation, and augment computing capacity. The updated plan, released on December 4, adopts a systematic approach with three primary focus areas: “activity drivers,” “people and communities,” and “infrastructure and environment.”

Structured into three distinct systems, the strategy incorporates ten “enablers” driving these systems, accompanied by 15 action steps to implement the plan effectively. Originally introduced in 2019, Singapore’s AI strategy 2.0 emphasizes innovation while addressing challenges associated with AI technology.

To build a smart nation, Singapore plans to establish new AI “Centers of Excellence” (CoEs) within companies, fostering sophisticated AI value creation in key sectors. The strategy also includes equipping governmental agencies with specialized knowledge, technical capabilities, and regulatory tools, aiming to enhance AI proficiency among public officers.

The government envisions utilizing its capacity to create resources supporting AI adoption in the public sector. To achieve this, Singapore aims to increase its pool of “AI practitioners” to 15,000 by scaling up training programs and talent pipelines, remaining open to global talent.

In parallel, Singapore, like many other nations, seeks to boost its computing capacity. The plan involves deepening partnerships with industry leaders, including chipmakers and cloud services providers, and supporting local compute industry firms. The implementation of these action steps is projected over the next 3-5 years to realize Singapore’s ambitions in the AI sector.

This initiative aligns with global trends, as countries like the United Kingdom invest in AI supercomputers, and OpenAI collaborates with G42 in Dubai to expand its presence in the Middle East. Simultaneously, the United States tightens export controls on technology to maintain a competitive edge in developing and powering advanced AI systems.
